Three quotes get tabled at a general meeting and a group of owners who are not builders decide which one to trust. They have an engineer's defect report in front of them, a special levy on the agenda and a memory of the last contractor who left scaffolding up for four months. Price matters less at that table than it does anywhere else in construction. What wins is the quote whose scope reads like the report, from a company the owners could look up the night before and feel calm about.
Enquiry in this trade is weather-shaped. A wet week produces water ingress calls across a whole postcode, and the buildings calling are usually the same vintage: brick walk-ups from the seventies and eighties with original balcony membranes, or concrete stock now well past the point where carbonation has reached the reinforcement. That predictability is useful. Budget, search coverage and the phone roster can be positioned before the front arrives rather than after the third missed voicemail.
The regulatory ground has moved under the buyer, and it changed who is nervous. The Design and Building Practitioners Act put names and declarations against design and construction work. The strata building bond scheme, the Building Commission's attention on defects and the publicity around rectification of apartment stock have left owners more informed and considerably more cautious. A managing director who can explain a scope in plain language to a committee, without softening what the building actually needs, sits in a far stronger position than one who cannot.
